In order to give the public more time to prepare for participation in the #BSKE2017, should the election not be postponed, the Commission en Banc yesterday approved the following changes in the implementation calendar

Election Period – October 1 – October 30, 2017
Filing of COC – October 5 – October 11, 2017
Campaign- October 12 to October 22, 2017
Gun Ban – October 1, 2017
Election – October 23, 2017

Amid earlier talks that the terms of all incumbent barangay officials will be extended for the second time by the Duterte administration, the Commission on Elections served notice that the filing of the Certificates of Candidacy will start on September 23 to end September 30, 2017. If Congress fails to pass a law postponing the Barangay election and Sangguniang Kabataan election, the October 23, 2017 scheduled polls shall push through.

Each barangay will elect one Punong Barangay, 7 Members of the Sangguniang Barangay, 1 SK Chairperson and 7 members of Sangguniang Kabataan.

The Commission on Elections said that the qualifications for Punong Barangays and members of Sangguniang Barangay are: a citizen of the Philippines, a registered voter in the barangay where he intends to be elected, a resident therein for at least 1 year immediately preceding the day of the barangay election, able to read and write and at least 18- years-old on election day.

Qualifications

For SK Chairperson and members of SK: a citizen of the Philippines, a qualified voters of the Katipunan ng Kabataan, a resident therein for at least 1 year immediately preceding the day of the elections, at least 18-years-old but not more than 24- years-old on the day of the elections, able to read and write, must not be related within the 2nd civil degree of consanguinity or affinity to any incumbent elected national, regional, provincial, city, municipal or barangay official in the locality where aspirant seeks to be elected and must not have been convicted by final judgment of any crime involving moral turpitude.

The COCs shall be filed at the Office of the Election Officer of the City, Municipality or district where the aspirant seeks to be elected. The campaign period shall be from October 13 to October 21, 2017.
