Brig. Gen. James F. Smith

Colonel James F. Smith was a Catholic. He was assigned on 1 March 1899 as commander of the Sub-Military District of Negros Island. In less than two months on 25 April, he was promoted as Brig. General well aware of the religious conditions of Eastern Negros.

Here’s the conclusion of the petition letter sent to Brig. General James F. Smith: Por todo lo cual los abajo firmantes acuden respetuosamente a V. E. y al mismo tiempo que se dirigen en igual sentido al Ilmo. Y Revmo, Sr. Obispo de Jaro, a cuya diócesis pertenecen estas Parroquias, y al M. R. P. Provincial de Recoletos, como Superior de los religiosos encargados de la administración espiritual de los mismos, tienen el honor de elevar a V. E. la presente instancia por conducto de la Autoridad Superior de la Isla, en solicitud de que se digne ordenar a los Jefes tanto locales como regionales no pongan impedimento alguno, ante bien favorezcan cuanto esté de su parte a los religiosos que vuelven a hacerse cargo de sus Parroquias, ya que esta medida ha de ser en extremo ventajosa a los pueblos y ha de contribuir en gran manera al mayor progreso de sus habitantes.

For all of which the undersigned respectfully turn to Your Excellency and in the same spirit they similarly make an appeal to the Most Illustrious and Most Reverend Bishop of Jaro, to which diocese these Parishes belong and to the Very Reverend Father Provincial of the Recoletos, Superior of the friars entrusted with the spiritual administration of the same, as they feel honored to take this request to Your Excellency through the Supreme Authority of the Island with the hope that you deign to order local as regional officials not put any obstacle, that they instead favor as far as it is on their part the coming of the friars to take charge of their Parishes, since this would be beneficial to the towns and has to contribute in a great manner to more progress among their inhabitants.
