Civil Service voids Sojor’s admin turf

Following the reported non-concurrence of the members of the Provincial Board on the appointment of Dr. Henry Sojor, who was appointed by Governor Roel Degamo as Provincial Administrator on December 8, 2018, apparently it is still business as usual for the former President of the Negros Oriental State University as capitol administrator.

The Provincial Board did not concur to Sojor’s appointment following the news that his appointment was disapproved by the Civil Service Commission in Region 7 overruling the earlier favorable decision of CSC-Negros Oriental.

However, Sojor continues to report in his office at the Provincial Capitol although it is still unclear if he would appeal the decision of CSC-Region 7.

It was learned that the CSC voided Sojor’s appointment noting that he lacks a Career Civil Service eligibility required of his position after he was dismissed from government service as contained in three separate decisions of the constitutional body last 2011, 2016 and 2017.

Sojor was appointed as Provincial Administrator by Governor Degamo after Atty. Richard Enojo resigned from the position when he decided to run for an elective position in the upcoming elections this May 2019 in his hometown of Zamboanguita.

Sojor, whose legacy includes turning the then CVPC into a state university OR NORSU before he stepped down, previously served as Head of the advisers of Governor Degamo.

Skeptics say that the board’s refusal to  put Sojor  in , was politically motivated since with Sojor inside capitol, things  were starting to run smoothly and Degamo’s popularity ratings continued to soar on election season.
