Education Is The Answer To Poverty

The Duterte administration has proposed a budget that invests much in human capital and infrastructure projects by allocating a total P 1.2 trillion for next year.

The proposed 2019 national budget of P 3.757 trillion will be the first cash-based budget of the government, reflecting the urgent need to speed up public service delivery to the people.

The department of Budget and Management said that the spending priorities in the President’s Budget for 2019 remain to be public infrastructure and human capital development. Higher investments on infrastructure will support economic growth.

Specifically, the education sector gets P 659.3 billion to fund the salaries and wages of faculty and staff, construction of school buildings, acquisition of laboratory equipment and other facilities.

The budget will be divided by the Department of Education, Commission on Higher Education, State Universities and Colleges and Technical Education and Skills Development Authority.

Meanwhile, the Department of Public Works and Highways will get P 555.7 billion to fund the various infrastructure projects across the country pursuant to the Build, Build, Build program of the Duterte administration. Among the priority projects are the 35-kilometer subway project; railway projects in Mindanao, airports in Samar, Davao, Siargao and Mlang

The other top agencies ranked according to their budget shares are as follows: Department of Interior and Local Government P 225.6 billion; Department of Defense, P 183.4 billion; Department of Social Welfare and Development, P 173.3 billion; Department of Health, P 141.4 billion; Department of Transportation, P 76.1 billion; Department of Agriculture, P 49.8 billion; the judiciary, P 37.3 billion and the Autonomous Region for Muslim Mindanao at P 32.3 billion.
