DUMAGUETE CITY – Winning the race is just the beginning for some 8000 elected barangay and SK officials in Negros Oriental . But the most crucial part is to master the art of local governance which can only be achieved through constant on the job capabilities trainings.
The approximately 8, 000 newly elected Barangay and Sangguniang Kabataan officials in Negros Oriental after the May 14, 2018 elections have yet to learn the art of effective local governance.
Most of t he newly elected ones have no experience and will mostly rely on first-hand encounters before their learn the lessons 101 so called.
The Department of Interior and Local Government and the academe will hold a series of trainings, workshops and seminars for the newly elected officials so they could properly discharge the functions of their offices and to smoothly run the operations of the 557 barangays composing the province of Negros Oriental.
Dumaguete City DILG Officer Aquilina Eltanal said that the newly elected officials will be taught how to properly handle parliamentary procedure, planning, budgeting, execution, disaster risk reduction, anti-drugs campaign, Gender and Development, sports development and the delivery of basic social services, among others.
Barangays and SK official exercise mainly legislative functions while the Punong Barangays perform executive, legislative and quasi-judicial functions, the latter as mediator for disputes.
The officials are also mandated to perform functions and operationalize the barangay based institutions such as the Barangay Anti-Drugs Abuse Council, Barangay Risk Reduction and Management Council, Local Council on the Protection of Women and their Children, the Barangay Nutrition Council, Lupong Tagapamayapa, Barangay Bids and Awards Committee and Barangay Development Council.
The role of the humble barangay officials are varied and complex thus, the national government and other concerned stakeholders naturally would invest for their capacity development so they can properly perform their roles and responsibilities.
