The Sanggunian and City Mayor can arrange with DBP or any government bank to “trade in” the old tricycles for a new electric tricycles via legislation, and payable on easy terms.

The old ones can be sold to the towns at a give away price, which shall form as downpayment for the operator’s new electric tricycle unit.

Who is the operator who will not exchange his old unit with this zero fuel cost efficient vehicle and earn money?

It is a question of political will.
