For good: let LTO deputize police

Let LTO face it: without the police, the Land Transportation Office can never implement a normal traffic flow because Dumaguete’s monstrous traffic is just too big for a handful of LTO staff.

We have 30,000 motorcycles and 5,000 tricycles plying the city streets, 2500 vehile of all size, cargo trucks, buses, jeepneys.. Some 25,000 motorcycles outside Dumaguete who enter the city daily. We have 300,000 people by day and 100,000 by night. How can a handful LTO staff dream of solving the city’s traffic problem? Impossible. LTO needs help from the City government.

LTO now must deputize the police and it should be FOR GOOD. Not change policies when LTO leadership changes. The City Council must strike a MOA to this effect with LTO. And most of all, the City must now move out and open new commercial centers in the barrios. Otherwise, we will all be just dreaming of solutions. This is the sentiment of most people who are mostly motorists and daily pedestrians. —-and voters.

DUMAGUETE CITY, Negros Oriental, July 31 (PIA) — The Land Transportation Office (LTO) chief here expressed commitment to deputize police officers as LTO agents to help reduce the volume of traffic – related accidents and violations in the city and in the province.

In the Kapihan sa PIA forum yesterday, LTO – Dumaguete District Chief Alberta Janine Lawas stressed she is pushing for the deputation of policemen but they must first undergo a three-day refresher course.

“Makakatulong naman talaga kayo (You can be a big help). I am waiting for Col. Tacaca for his go signal na mag-undergo tayo ng refresher course sa police officers kasi natingnan din namin from our part na mayroon pa rin tayong police officers na hindi marunong tumingin at mag- issue ng TOP (Temporary Operator’s Permit) so iyan ang dapat in nating bigyan pansin.

Our police officers should be capable to do it (I am waiting for Col. Tacaca’s go signal to undergo a refresher course for the police officers because we have seen from our part that there are still some who are not capable to issue TOP. This is some issue we have to address),” Lawas said.

Lawas was referring to PSupt. Raul Tacaca, provincial director of Philippine National Police (PNP) in Negros Oriental.

Along this, Lawas disclosed she also filed a request to Governor Roel Degamo for a counterpart in funding the conduct of the refresher course and she is still waiting for the local chief executive’s response.

PSupt. Jonathan Pineda, Dumaguete City Police Station chief raised the issue on deputation of local cops, during the Kapihan.

PSupt. Pineda cited that traffic – related accidents ranked the highest among other factors that contribute to the total crime volume in the city.

He shared that on the average, the city police records three to 15 incidents and this includes physical injury, homicide, and damage to property.

Pineda earlier requested the previous LTO-Dumaguete chief to deputize members of the city police as part of the interventions to address the issue but it was denied.

In response, Lawas gave her assurance to make deputation of PNP officers a priority.

“My target right now is to really push the deputation of PNP officers and I am doing that right now. I’m trying my best na before the year ends ma-deputize kayo (I’m trying my best to deputize you before the year ends),” Lawas assured the city police chief.

The LTO official suggests that there should be six LTO deputized police officers assigned in each city in the province and three for every municipality.

Lawas disclosed she is bound for Cebu to make a follow-up on this matter to their regional head.

In similar development, PSupt. Pineda reported that the intensified conduct of Oplan Sita, checkpoints operations, and coordination with line agencies have led to the decrease on traffic violations from 2, 571 for the period of July 1, 2016 to June 30, 2017 to 1, 536 for the period of July 1, 2017 to June 30, 2018.
