Why are several local government unis in Negros Oriental and their cities, negligent in liquidating millions in cash advances for infnrastructure from the agriculture department?
Reports say the delinquent LGUs include this capital city, Bais and Sibulan among others.
For Negros Oriental, DA-7 regional director Atty Salvador Diputado confirms a number of cities and municipalities have unliquidated accounts since 2012. These funds were downloaded by the national government to the region, who in turn extended the same to beneficiaries in the province.
He said these projects runs between P40 million to P50 million in Negros Oriental, mostly farm to market roads. Among the LGUs mentioned are Dumaguete, Bais City, Sibulan, among others.
Failure to liquidate affects the absorptive capacity of the department in implementing projects which will result to a reduction of funding allocations for the region, the DA-7 regional director stressed. Diputado is seeking the help of the mayors concerned to facilitate in the submission of their liquidation papers.
The Department of Agriculture (DA) in Region 7 is urging local government units (LGUs) with pending unliquidated accounts to submit their liquidation reports to the office before the year ends because the Commission on Audit is bent on running after them.
DA-7 regional director Atty Salvador Diputado told concerned LGUs his office is in receipt of Audit Observation Memos (AOM) from the commission on audit regarding unliquidated amounts of projects worth millions of pesos in Negros Oriental since 2012. COA normally issues AOMs when in audit of accounts, operations or transactions, it finds deficiencies or irregular disbursement of government funds.
The DA regional director said in case of failure to submit the required documents or information needed to reach an audit decision, a notice of suspension or notice of disallowance maybe issued by the auditor, as warranted, after a reevaluation of available documents.
